Proposal 3 recognizes the <br /> importance of unique natural areas and states that regulatory <br /> measures may be necessary to protect them, no specific <br /> measures are identified however. <br /> Issue 3 is given the greatest coverage and is addressed <br /> in varying levels of detail. Goal 3 speaks in general terms <br /> about the " . . .continued use of agricultural land and the <br /> maintenance of the farming way of life. . ." . but relies on the <br /> policies to get more specific. Policy 7 addresses the issue <br /> head on by recognizing that non-farm development in farming <br /> areas can inflate farm land values and price farmers out of <br /> the market. It proposes separation of such conflicting uses <br /> to prevent escalating land values. Policies 4. 5. and 6 also <br /> recognize the impacts of non-farm development on farm land <br /> and recommend separation of uses as a means to protecting <br /> farm land. These policies do not,. however. address <br /> escalating land values as does Policy 7 .. <br /> Issue 4 is addressed reasonably well by Policy 1 which <br /> advocates protecting " . . .significant Public Interest <br /> Districts from adverse development impacts. . ." . It does not. <br /> however. address the types of impacts as does the issue <br /> statement. Policy 9 is a little more specific in advocating <br /> " . . .more effective forest management practices. . ." as a means <br /> to " . . .protecting wildlife habitats. . ." (of which surface <br /> water habitats is a viable component). Recreational impacts <br /> are not addressed. <br />
