143 <br /> AURAL BUEEER STUDY <br /> POLICY ANALYSIS - PHASE 2 <br /> Issues vs Policies <br /> CIRCULATION <br /> The following CIRCULATION issues were identified in the <br /> DATA & ANALYSIS phase of the study: <br /> (1) Since funding is not available for all highway projects <br /> that have been identified as necessary, highway con- <br /> struction will continue to lag behind need. Reliance on <br /> private roads will also continue in the Rural Buffer <br /> since Orange County does not maintain a street system. <br /> (2) The low density development allowed in the Rural Buffer <br /> is not sufficient to justify provision of public trans- <br /> portation. Ride-share service and park-and-ride facili- <br /> ties may be considered in the future. <br /> Comparing/contrasting the issues with policies. goals, <br /> objectives, proposals. and standards identified in phase I of <br /> POLICY ANALYSIS yields: <br /> Issue 1 is addressed only in a very general sense by <br /> Objective 3. It can be implied that the construction of <br /> private roads will reduce the costs of street improvements <br /> (though not major ones) to the public. Likewise. this will <br /> be done in a coordinated manner since private roads require <br /> County review and approval. <br /> Issue 2 is not addressed. <br />
