Mebane 227-2031 <br /> *************************************************************************** <br /> PURPOSE: To receive citizen comment on a study of the <br /> Rural Buffer portion of the Joint Planning Area. <br /> NEED: On January 5, 1987, the Board of Commissioners <br /> approved amendments to the Zoning Ordinance and <br /> Atlas, establishing the Rural Buffer zoning <br /> district, dimensional requirements applicable <br /> therein, and its designation to 38, 000 acres of <br /> land surrounding the Chapel Hill -Carrboro urban <br /> area . Issues identified during the Rural Buffer <br /> hearings included the following: <br /> 1 . Housing affordability; <br /> 2. Property rights; <br /> 3 . Environmental impacts; <br /> 4. Tax increases; and <br /> 5. Leap frog development. <br /> The Board instructed the County Manager to <br /> prepare an outline for a study which addressed <br /> the issues and recommended design standards for <br /> implementing the open space strategy desired in <br /> the Rural Buffer. On January 20, 1987, an <br /> outline for the Rural Buffer Study was approved <br /> by the Commissioners. The results of the study <br /> were to be presented at the March 10, 1987 joint <br /> public hearing with the Town of Chapel Hill . <br /> IMPACT: The Rural Buffer Study consists of three parts : <br /> data and analysis; policy analysis; and <br /> implementation programs. The "data and <br /> analysis" section reviews information gathered <br />
