QUACITATIVE DATA <br /> The rural buffer, located as it is contiguous to either <br /> developed or developing areas in Chapel Hill and Carrboro, is <br /> the site of significant development . The type and amount of <br /> development reflects the influence of a number of factors . <br /> Among the most important of these factors is the absence of <br /> public facilities such as water and sewer service, constrain- <br /> ing characteristics of the land itself, the general areawide <br /> level of development activity, and public regulation such as <br /> zoning . <br /> II . QUANTITATIVE DATA <br /> Data that directly describes development activity solely <br /> in the rural buffer is not available. The rural buffer is a <br /> newly defined geographic area. As such- data compilations <br /> from previous years do not conform to the rural buffer. They <br /> define other geographic areas such as the University Lake <br /> Watershed or Chapel Hill Township (not including Chapel <br /> Hill 's and Carrboro ' s jurisdiction) . While this data does <br /> not exactly define the rural buffer, it does illustrate what <br /> is occurring in the rural buffer. <br /> An indication, not only of current development activity, <br /> but also development interest, is shown in subdivision <br /> activity.
