ISSUESLIMPL JOII_QN1
The estimates of future growth are projections based on
historical trends rather than forecasts based on a specific
set of assumptions for the future. As such, the number tend
to raise the issue only of whether the population figures
represents levels and patterns considered acceptable.
Acreage estimates and population projections in tl.e
Joint Planning Land Use Plan use two separate sets of
geographical boundaries . Acreage divisions between the
municipalities and the JPA are based on extraterritorial
jurisdictions . Population projections seem to be based on
corporate limits, but no full explanation of the area
definition is given . Confusion over the standards could have
implications for timing of annexations of Transition Areas
outside the ETJ . Subtracting the projected populations of
Chapel Hill and Carrboro from either the Township or revised
population boundary area shows a decrease in the population
of areas outside the towns between 1985-1990 and 1995-2000 .
The gain between 1990-1995 is marginal . Viewing population
projections in light of the ETJ , rather than corporate
boundaries, implies that Chapel Hill and Carrboro will
conduct extensive annexation outside the ETJ before 1990 .
Ill .
