<br /> III. ISSUES AND IMPLICATION
<br /> Since the purchase of the Green Tract, local residents
<br /> have expressed many concerns about the potential landfill
<br /> during public hearings, and through petitions and letters to
<br /> the Planning Department.
<br /> The threat of groundwater contamination is a major
<br /> concern. The absence of an environmental impact study has
<br /> led some residents to believe that alternative sites as well
<br /> as alternative means of solid waste disposal have not been
<br /> adequately explored. Illegal dumping in the present dumpsite
<br /> has been observed by some residents, and this has further
<br /> alarmed them about the prospect of a second dumpsite.
<br /> Two other concerns of area residents are the proximity
<br /> of the site to Chapel Hill High School and Seawell Elementary
<br /> School and a possible decline in quality-of-life and area
<br /> property values.
<br /> Alternatives such as incineration, a combination
<br /> shredding/landfill program, recycling, and the joint manage-
<br /> ment of solid wastes with surrounding counties have been
<br /> explored by the Task Force and continue to be evaluated on an
<br /> ongoing basis. However, at this point, sanitary landfill
<br /> remains the most cost-effective method available to Orange
<br /> County.
