104
III. ISSUES AND IMPLICATION
Since the purchase of the Green Tract, local residents
have expressed many concerns about the potential landfill
during public hearings, and through petitions and letters to
the Planning Department.
The threat of groundwater contamination is a major
concern. The absence of an environmental impact study has
led some residents to believe that alternative sites as well
as alternative means of solid waste disposal have not been
adequately explored. Illegal dumping in the present dumpsite
has been observed by some residents, and this has further
alarmed them about the prospect of a second dumpsite.
Two other concerns of area residents are the proximity
of the site to Chapel Hill High School and Seawell Elementary
School and a possible decline in quality-of-life and area
property values.
Alternatives such as incineration, a combination
shredding/landfill program, recycling, and the joint manage-
ment of solid wastes with surrounding counties have been
explored by the Task Force and continue to be evaluated on an
ongoing basis. However, at this point, sanitary landfill
remains the most cost-effective method available to Orange
County.
IV. azumaia
1 .
