97 <br /> WATER & SEWER LINE EXTENSION <br /> I. DATA <br /> At present. no areas of the Rural Buffer are served by <br /> either the Town of Hillsborough or OWASA. Hillsborough <br /> service extends south to a point between Wildwood and the <br /> Chapel Hill Township line. OWASA's service area is entirely <br /> within the Chapel Hill and Carrboro ETJ. Two areas outside of <br /> the ETJ, however, are in the JPA Transition area. They are; <br /> 1. north of Eubanks Road and west of NC86; <br /> 2. the section of the Southern Triangle between Old Lystra <br /> Road and US 15-501. <br /> The Town of Hillsborough currently has no plans to <br /> extend water or sewer lines into the Rural Buffer. Given the <br /> distance from its southernmost extension and the topography <br /> of the area. extension would probably be prohibitively <br /> expensive. <br /> OWASA's current policy is not to extend water and sewer <br /> lines into the Rural Buffer without concurrence of the Board <br /> of County Commissioners. OWASA's strategic plans, though. <br /> include options that would extend water and sewer lines into <br /> the Rural Buffer. The option does not begin with the premise <br /> that extension is desirable. Rather. it accepts the premise <br /> that the area will reach a density/population requiring urban <br /> services. <br /> A 16" water line. owned by OWASA. runs through the Rural <br /> Buffer along State Road 1009 (Old NC86) . Its purpose is to <br /> allow Hillsborough to supply OWASA with water during drought <br /> conditions. With the completion of OWASA's pump station in <br /> the Calvander area. which will allow OWASA to supply <br /> Hillsborough. adequate pressure will exist to supply some of <br /> the Rural Buffer with water. <br /> The cost of providing water and sewer service is <br /> directly related to lot dimensions. OWASA's charge for water <br /> provision includes surcharges based on acreage ($320/acre <br /> with 4/10 of the first acre prorated out) and feet of <br /> frontage ($11/foot) . This does not include line installation <br /> which runs at least $20/linear foot nor a demand component <br /> charge that begins at $1270. <br /> Sewerage provision costs are similar to those of <br /> providing water. The acreage surcharge is $300/acre and front <br /> footage costs are $15/foot. The demand component charge <br /> begins at $840 while pipe installation can run more than <br /> $17/linear foot. <br />
