96
III. ISSUES/IMPLICATIONS:,
Again. visual resources are indicators of the social,
economic. and ecological condition of an area. The Triangle
J Council of Governments Regional Image Task Force has
identified that the quality of life in the Triangle Area is a
primary attraction to people and businesses which seek to
locate here. Planning to maintain and enhance the quality of
life is essential to the continued prosperity of the area.
Everything that is done or built affects , the visual
environment; therefore, the issues surrounding development
have the same bearing on visual resources as on other natural
resources. Consequently, many of the current policies which
regulate development work in conjunction with maintaining
visual quality. Some examples are: erosion control ordi-
nance. tree protection requirements. sign regulations.
watershed protection measures. building height restrictions
and setbacks, land use intensity ratios. and resource protec-
tion areas.
The basic issue is whether or not development can occur
in a sensitive. publicly acceptable manner- If development
is permitted. planning should concentrate on the landscape' s
ability to absorb change without adverse visual impact.
IV.
