96 <br /> III. ISSUES/IMPLICATIONS:, <br /> Again. visual resources are indicators of the social, <br /> economic. and ecological condition of an area. The Triangle <br /> J Council of Governments Regional Image Task Force has <br /> identified that the quality of life in the Triangle Area is a <br /> primary attraction to people and businesses which seek to <br /> locate here. Planning to maintain and enhance the quality of <br /> life is essential to the continued prosperity of the area. <br /> Everything that is done or built affects , the visual <br /> environment; therefore, the issues surrounding development <br /> have the same bearing on visual resources as on other natural <br /> resources. Consequently, many of the current policies which <br /> regulate development work in conjunction with maintaining <br /> visual quality. Some examples are: erosion control ordi- <br /> nance. tree protection requirements. sign regulations. <br /> watershed protection measures. building height restrictions <br /> and setbacks, land use intensity ratios. and resource protec- <br /> tion areas. <br /> The basic issue is whether or not development can occur <br /> in a sensitive. publicly acceptable manner- If development <br /> is permitted. planning should concentrate on the landscape' s <br /> ability to absorb change without adverse visual impact. <br /> IV.
