80 <br /> primary purpose of protecting drinking water supplies. also <br /> protect surfacewater habitats of endangered/threatened <br /> species and plant communities most dependent on surfacewater. <br /> There is no assurance. though. that biologically significant <br /> sites in the watershed, but outside the University Lake <br /> Tract, will be protected. Large lot sizes alone do not insure <br /> protection. This is especially true if the Planning <br /> Department does not know the exact location of significant <br /> plant communities or endangered/threatened species habitats. <br /> It may be possible to use undisturbed area requirements to <br /> protect significant habitats in the MCA. but only if the <br /> exact location of the habitat is known. <br /> Development on university and publicly held lands IA not <br /> an issue. Although not recorded in the Zoning Atlas, Pblic <br /> Interest District zoning provided for in the ordinance <br /> precludes development on those lands. Development outside the <br /> boundaries of those areas. however. still have some <br /> implications for those lands. _ <br /> Development activity in the Rural Buffer has two impacts <br /> on Duke Forest properties. Erosion and runoff from <br /> development activity upstream may lead to the degradation of <br /> surfacewater habitats. Increased development. not just in the <br /> Rural Buffer but throughout the Chapel Hill/Durham region <br /> also places increasing recreation pressures on the Forest. <br /> III.
