However, identification of the <br /> location of homes and businesses continued to be according to <br /> the rural box numbers assigned by the postal service for pur- <br /> poses of mail delivery. This is an inadequate method where <br /> growth is occurring rapidly as the numbers assigned must be <br /> changed frequently at great inconvenience to the public. <br /> However, it is inadequate to give emergency service agencies <br /> indication of precise location. <br /> Per an agreement reached in January 1987 between the Manager <br /> and Chapel Hill Postmaster a joint project was undertaken <br /> between the County and postal service to begin the conversion <br /> of the rural box numbers to a system of permanently assigned <br /> house numbers. Once the actual assignments are made no <br /> further changes in numbering should be necessary. <br /> Two rural routes have thus far been renumbered according to <br /> the new system developed by the County. These include Route 8 <br /> (area north of Chapel Hill consisting of Stoneridge, <br /> Sedgefield, SR 1109, Mullhouse Road and Whitefield Road) and <br /> Route 5 (area west of Carrboro off Jones Ferry Road) . There- <br /> after, others will be done in phases. <br /> General Statute 153A-240 requires the adoption of an ordinance <br /> following a public hearing in order to implement the new <br /> numbering system. The proposed ordinance is attached. Once <br /> the hearing date is established the subject matter of the <br /> hearing will be duly posted and advertised. <br />
