Citizen Advisory Committee recommends <br /> standards by which a cable T.V. franchise may be awarded by <br /> the Board of Commissioners. <br /> The cable entity requesting a cable T.V. franchise in <br /> the unincorporated area of Orange County should be comparable <br /> to the existing franchisee. The franchise proposal must be <br /> substantially comparable under the following provisions: <br /> Density requirement--30 homes per mile <br /> - Two way cable capability <br /> - 400 Mhz capable <br /> -- Local origination and public access programming <br /> - No requirement of overbuilding <br /> - Minimum technical standard offered by cable company <br /> Minimum Technical Standards <br /> Frequency Accuracy +5 khz <br /> Frequency Stability (3 hours) +50 Khz <br /> 24 hour Signal Level Stability 6dB <br /> Overall Difference in Signal Level 6dB <br /> Hum Modulations 1% <br /> System Carrier to Noise 40dB <br /> Terminal Isolation 30dB <br /> Cross Modulation 51dB <br /> Composite Triple Beat 53dB <br /> Second Order Intermodulation 60dB <br />
