FRANCHISE STANDARDS <br /> (COMPARABILITY) <br /> TELEPHONE NUMBER: <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham 688-7331 <br /> PURPOSE: To receive recommendations from the Cable T.V. Citizen <br /> Advisory Committee regarding cable T.V. franchise extension <br /> (amendment) . <br /> NEED: The County has cable TV franchise agreements with Carolina <br /> Cable and Alert Cable. Carolina Cable's franchise agreement <br /> encompasses the majority of the land area within the County <br /> while the agreement with Alert limits expansion beyond the <br /> number of homes connected to its system in November, 1980. On <br /> June 17, 1986 Alert presented to the Board of Commissioners a <br /> request to amend its existing franchise agreement to permit a <br /> greater opportunity to serve more County residents. The Board <br /> reactivated the Cable Television Citizen Advisory Committee to <br /> assist in assessing Alert's expansion request. The charge to <br /> the Cable TV Citizen Advisory Committee was as follows: <br /> 1. Request from Alert Cable TV an expansion proposal outlin- <br /> ing specific areas to be served and other information <br /> deemed necessary by the Committee. <br /> 2 . Review Alert Cable TV expansion proposal. In reviewing <br /> proposal, the committee should consider criteria used in <br /> reviewing Cable TV franchise proposals in 1979. <br /> 3 . Recommend/draft standards by which an expansion request <br /> (amendment) to a cable TV franchise may be considered by <br /> the Board of Commissioners. <br /> Alert Cable has submitted a proposal that required revisions <br /> after concerns were raised by the Cable T.V. Committee. The <br /> Cable T.V. Committee has studied at length the proposal sub- <br /> mitted by Alert Cable and concludes Alert Cable has a sub- <br />
