Drake, Chairman <br /> Henderson County Board -of Commissioners <br /> SUBJECT: Cost Equalization Fund for Secondary Road Funding <br /> At the Annual Conference of the Association of County Comissioners back- in <br /> August, a Resolution that was introduced by Henderson County was adop-ted to <br /> change the funding formula for secondary roads to reflect the variety of per <br /> mile cost of road construction. Since this meeting, we have found that should <br /> the funding formula be changed, 63 counties would lose funds and 37 would <br /> gain. At the recent Legislative Goals Conference in Fayetteville, I amended <br /> the Resolution to establish a cost equalization fund for the 37 counties with <br /> a higher than average per mile cost of road construction_ There were 84 <br /> counties present and the Amended Resolution was adopted. There appeared to be <br /> no major objection to the Amended Resolution in that no county would lose <br /> revenues, yet the counties with the higher than average per mile cost of road <br /> construction would receive some relief. <br /> I have enclosed a copy of the Resolution adopted at the Legislative Goals <br /> Conference and a list of the 37 counties with total nileage of approved roads, <br /> the per mile cost of paving in each individual county, percentage of cost <br /> equalization fund each of the 37 counties would receive, and the amount each <br /> of the 37 counties would receive. <br /> The Association of County Commissioners will be supporting this legislation. <br /> It is now up to each of the individual counties that will benefit from this <br /> proposed $10 million dollar cost equalization fund to lobby their Legislators <br /> for support of this proposed legislation. In talking with representatives <br /> from the Department of Transportation and Legislators, it would have been <br /> impossible to change the funding formula as was originally proposed; however, <br /> by establishing a cost equalization fund, we may have a chance in gaining <br /> funds for improvements of secondary roads in our counties_ As we keep hearing <br /> from the Department of Transportation, the squeaking wheel gets the grease. <br /> Lets see if we can squeak loud enough to have our Representatives support this <br /> proposed legislation. <br /> WTD/smh <br /> Enclosures <br />
