0 : 5 <br /> A RESOLUTION CONCERNING COST EQUALIZATION <br /> FOR SECONDARY ROAD FUNDING <br /> WHEREAS. the Orange County Board of County Commissioners <br /> recognizes that good roads are -essential to the development <br /> and economic growth of any county; and <br /> WHEREAS, the percentage of secondary road funds for a <br /> county is determined by dividing the mileage of secondary <br /> roads in that county by the total mileage of secondary roads <br /> in the state; and <br /> WHEREAS, the current statewide formula for the <br /> distribution of secondary road funds does not take into <br /> consideration the extra cost of road construction in the <br /> mountains and coastal areas of North Carolina; and <br /> WHEREAS, the cost of constructing and paving a mile of <br /> road is not uniform throughout the state but varies depending <br /> on location, topography and soil type. <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County <br /> Board of County Commissioners calls on the North Carolina <br /> General Assembly to provide a cost equalization fund of 10 <br /> million dollars to be disbursed to 37 counties with - higher <br /> than average per mile cost of road construction with the <br /> funding for each of the 37 counties to be determined by <br /> dividing the total unpaved mileage of each of the 37 counties <br /> by the total unpaved mileage of all 37 counties, this being <br /> the same formula used for disbursing current Secondary Road <br /> funds. <br /> FURTHER, BE IT RESOLVED that copies of this resolution <br /> be forwarded to the appropriate State and federal officials. - <br /> .Adopted this 17th day of February, 1987 . <br /> Shirley E.
