y� <br /> "A RESOLUTION CONCERNING COST EOUALIZATION FOR SECONDARY ROAD FUNDING <br /> s <br /> WHEREAS, the North Carolina Association of County Commissioners <br /> recognizes that good roads are essential to the development and <br /> economic growth of any county; -and <br /> WHEREAS, the percentage of secondary road funds for a county is <br /> determined by dividing the mileage of secondary roads in that county <br /> by the total mileage of secondary roads in the state; and <br /> WHEREAS, the current statewide formula for the distribution of <br /> secondary road funds does not take into consideration the extra cost <br /> of road construction in the mountains and coastal areas of North - <br /> Carolina; and <br /> .WHEREAS, the cost of constructing and paving a mile of road is <br /> not uniform throughout the state but varies depending on location, <br /> topography and soil type. <br /> NOW, THEREFORE, BE IT RESOLVED that the North Carolina <br /> Association of County Commissioners calls on the North Carolina <br /> General Assembly to provide a cost equalization fund of 10 million <br /> dollars to be disbursed to the 37 counties with higher than average <br /> per mile cost of road construction with the funding for each of the <br /> 37 counties to be determined by dividing the- total unpaved mileage <br /> of each of the 37 counties by the- total unpaved mileage of all 37 <br /> counties, this being the same formula used for disbursing current <br /> Secondary Road funds. <br /> FURTHER, BE IT RESOLVED that copies of this resolution be <br /> forwarded to the appropriate State and federal officials. <br /> Adopted this day of 1198 <br /> Attest: <br />
