4 <br /> AIRPORT ISSUES TASK FORCE CHARGE <br /> The charge for the Airport Issues Task Force was approved by <br /> the Board of Commissioners on January 20, 1987. The charge <br /> includes the following tasks: <br /> 1. Identify advantages, disadvantages and barriers to <br /> the relocation alternatives for the Horace Williams <br /> Airport. <br /> 2 . Solicit early public comment on the subject of <br /> possible relocation to clarify issues and identify <br /> special interests. <br /> 3 . Compile an inventory of current and potential <br /> airport users together with their requirements for <br /> proximity to Carrboro, Chapel Hill, UNC and <br /> Memorial Hospital. <br /> 4. Determine the standards governing the location, <br /> size and operation of an airport, including FAA and <br /> NCDOT rules and regulations, natural constraints to <br /> airport development, and proximity to existing and <br /> proposed residential and business areas, and major <br /> traffic arteries. <br /> 5. Plan for relocation, ownership and operation <br /> addressing: <br /> a. Finance of land acquisition and construction <br /> costs; and <br /> b. Operating revenues; and <br /> c. Current and anticipated costs involved in <br /> airport operations and maintenance. <br /> 6. Identify any other considerations which the NCDOT <br /> and FAA recommends for consideration in site <br /> relocation. <br /> 7. Solicit comments and involvement from Chatham and <br /> Durham Counties and Raleigh-Durham Airport. <br /> 8. Render a final report and recommendation by August <br /> 3, 1987. <br />
