He indicated that minor subdivisions <br /> were generally submitted by individuals, and they have <br /> a tendency to start and stop in the approval process. <br /> As an exampler he cited a case where he thought no <br /> activity was occurring but found an attorney had been <br /> working on a road maintenance agreement for several <br /> months.
