DRAFT PBM MINUTES PAGE 10 <br /> Map 23 Block C Lot 29A in Chapel Hill Township. <br /> There are 43 lots proposed out of approximately 51.2 <br /> acres. All lots are proposed to be developed at a <br /> minimum lot size of 40,000 square feet, excluding <br /> rights-of-way. <br /> The property is zoned Rural Buffer and is designated <br /> Rural Buffer in the Joint Land Use Plan. Surrounding <br /> properties are zoned Residential-1 and included <br /> undeveloped land and land developed for residential ' <br /> purposes. <br /> The applicant proposes to phase development of the site <br /> in five phases. Phase A has 13 lots, Phase B has 11 <br /> lots, Phase C has 5 lots, Phase D has 11 lots and Phase <br /> E has three lots. <br /> All roads proposed to serve the development are to be <br /> constructed to NCDOT subdivision road standards and <br /> dedicated public. <br /> The property is to be served by individual wells and <br /> septic tanks. The Health Department has tentatively <br /> approved all lots for septic tanks. <br /> Police, fire and rescue services will be provided by <br /> Orange County Sheriff's Department, New Hope Volunteer <br /> Fire Department and the South Orange Rescue Squad. <br /> Staff solicited Town of Carrboro courtesy review <br /> comments and Recreation commentsâ–ş letters are attached. <br /> The Planning Staff's response to the Carrboro <br /> recommended conditions are as follows: In reference to <br /> condition #l, Orange County requires a minimum lot size <br /> of .92 acres with a minimum lot width of 130 feet which <br /> is greater than the 100 feet as recommended. In <br /> reference to condition #2, the developer has provided <br /> approximately twice the required recreation area to be <br /> dedicated which includes all of the 100 year <br /> floodplain. The Planning Staff feels that this area <br /> along with the normal setbacks from the property lines <br /> will provide an adequate buffer. In reference to <br /> condition #3, all of the previous sections of Fox <br /> Meadow have been developed with 50 foot rights-of-wayr <br /> therefore the staff feels it is appropriate for the <br /> rights-of-way to remain at 50 feet. In reference to <br /> condition #4, Orange County Ordinances do not provide <br /> for a maximum length on cul-de-sacs, however, since <br /> lots in the county tend to be larger and require longer <br /> roads. the Planning Staff does not believe the length <br /> of North Hound Court is inappropriate. In reference to <br /> condition #5, the original Preliminary Plan showed the <br /> access to the recreation area between lots 86 and 87 at <br />
