0 <br /> MEMORANDUM <br /> TO: Orange County Board of Commissioners <br /> Orange County Planning Board <br /> County Manager <br /> FROM: Planning Director <br /> SUBJECT: Expansion of Transition Area - Joint Planning Area <br /> Boundary Designation-Transition Area/Rural Buffer <br /> DATE: February 20, 1987 <br /> This memorandum reviews proposed changes to the Joint Planning <br /> Area (JPA) Land Use Plan adopted October 13, 1987. One change <br /> involves the proposed expansion of the Suburban Residential land <br /> use classification (Transition Area) to the dividing line between <br /> Bolin Creek and New Hope Creek drainage basins. (See Exhibit A. ) <br /> Another change is the need to have consistent boundary <br /> descriptions of the Transition Area and Rural Buffer in both the <br /> JPA and Orange County Land Use Plans. <br /> Background <br /> On January 14 , 1986 , the first draft of the JPA Land Use Plan was <br /> presented at public hearing. (See Exhibits B and C. ) The Plan <br /> recommended that Bolin Creek basin be developed primarily at <br /> densities of 2-5 units per acre (Suburban Residential <br /> classification) . Peripheral areas and developments with an <br /> average lot size of one acre were recommended for a Rural <br /> Residential classification. Urban Residential or high density <br /> development of 6-13 units per acre was recommended near the Old <br /> N.C. 86/Homestead Road intersection and adjacent to Buckhorn <br /> Branch and Old N.C. 86. A major commercial/industrial node was <br /> recommended on Homestead Road. <br /> A second public hearing was held on April 17 . 1986. A revision <br /> was recommended to the Plan which affected the Bolin Creek basin <br /> - combination of a small Rural Neighborhood node at Calvander <br /> with the larger commercial/industrial node proposed in January. <br /> (See Exhibit D.) <br /> On August 5. 1986 . the Orange County Planning Board recommended <br /> changes to the Plan based on evidence received at the April <br /> public hearing and subsequent neighborhood meetings. An <br /> important change was the deletion of the commercial/industrial <br /> node proposed at Calvander. Coupled with this revision was the <br /> deletion of high density Urban Residential areas and a reduction <br /> in the Suburban Residential designations, both reflecting the <br /> decreased demand for housing formerly associated with the <br /> large-scale commercial/industrial center. Two weeks later, the <br /> Board of County Commissioners adopted the JPA Land Use Plan. <br /> including the proposed changes in Bolin Creek basin. subject to <br /> the resolution of Plan differences with Chapel Hill.
