Chapel Hill 967-9251 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> *************************************************************************** <br /> PURPOSE: To receive citizen comment on proposed <br /> amendments to the Flood Damage Prevention <br /> Ordinance. <br /> NEED: On August 25. 1986 . the Federal Emergency <br /> Management Agency (FEMA) published final rules <br /> revising National Flood Insurance Program (NFIP) <br /> criteria. The criteria became effective October <br /> 1. 1986 and require. as a condition of continued <br /> validity. that communities revise their <br /> floodplain management regulations to make them <br /> consistent with NFIP criteria within six months <br /> of the effective date. <br /> Orange County' s Flood Damage Prevention <br /> Ordinance must be revised to bring it into <br /> compliance no later than April 1. 1987. <br /> IMPACT: The proposed revisions provide for: changes in <br /> the definitions of "mobile homes" (now <br /> "manufactured homes") and "start of <br /> construction"; flood proofing of mechanical and <br /> utility equipment; the use of openings in <br /> enclosures below a structure' s lowest floor; <br /> the use of available flood data; and <br /> certification of floor elevations. <br /> RECOMMENDATION: Approval of the proposed amendments. <br />
