The proposal is consistent with Joint Planning ? <br /> growth strategies' provides for the economical <br /> extension of gravity sewer systems► removes <br /> existing and proposed developments from a <br /> nonconforming status► and is in keeping with <br /> Calvander area concerns about high density <br /> housing and commercial/industrial development. <br /> The proposal would not be consistent with Duke <br /> Forest recommendations that property adjacent to <br /> that facility be left in a rural state with <br /> densities lower than one dwelling per acre. <br /> Designation of Transition Area and Rural Buffer <br /> boundaries would clarify jurisdictional <br /> interests with respect to project review and <br /> approval procedures under the terms of existing <br /> or proposed Joint Planning Agreements. <br /> RECOMMENDATION: Refer to Orange County Planning Board and <br /> Towns of Chapel Hill and Carrboro for <br /> recommendation. <br />
