MEMORANDUM PAGE 2 <br /> W.E. & RUBY S. BLACKWOOD <br /> REZONING DEVELOPMENT IMPACTS <br /> FEBRUARY 9, 1987 <br /> The Orange Grove Volunteer Fire Department. Sheriff' s Depart- <br /> ment and Orange County Rescue Squad have all commented on <br /> police, fire and rescue services for this tract and have <br /> indicated their willingness to serve this lot with no <br /> problems. (See letters dated January 8. 1987 ., January 7 . <br /> 1987 and January 8. 1987 respectively. ) <br /> RELATIONSHIP BETWEEN LAND USE PLAN AND ZONING ORDINANCE. <br /> The property is located within the Bingham-2 Rural Community <br /> activity node. The Rural Community activity node designation <br /> corresponds with a limited range of commercial zoning dis- <br /> tricts including Local Commercial-1 (LC-1) and Neighborhood <br /> Commercial-2 (NC-2) . <br /> The Zoning Ordinance states that property to be designated <br /> LC-1 must have direct access to arterial or collector <br /> streets. as designated by the adopted Land Use Plan. NC 54 <br /> is designated as an arterial in the Orange County Land Use <br /> Plan. <br /> The maximum amount of land zoned LC-1 at any node cannot <br /> exceed five (5) acres in rural areas. Within the Bingham-2 <br /> Rural Community activity node. there are no properties zoned <br /> LC-1. There are 4.35 acres of land zoned NC-2 Neighborhood <br /> Commercial. leaving 0 .65 acres available for NC-2 develop- <br /> ment. Given the problem identified previously with respect to <br /> traffic generation. amending the rezoning request to apply <br /> for an NC-2 district would offer no solution. <br /> permitted Uses <br /> The purpose of the Local Commercial-I (LC-1) District is to <br /> provide appropriately located and sized sites for limited <br /> commercial uses designed to serve a population at the neigh- <br /> borhood and rural level with convenience goods and personal <br /> services. Rezoning of the site would allow for development <br /> of the property for those uses permitted by right in the <br /> district. <br /> In the LC-1 district uses permitted by right include: <br /> P_ERM.ITTED BY RIGHT <br /> Daycare. Day Nursery. Private Kindergarten <br /> Family Care Home <br /> Rehabilitative Care Facility <br /> Accessory Uses <br /> Botanical Gardens <br />
