Transition areas include land that is in the <br /> process of changing from rural to urban , that is suitable <br /> for urban-type densities and should be provided with <br /> public utilities and services. <br /> ORANGE GOUNTy-CARRBORO ZONING ,JURISDICTION BOUNDARY <br /> The Town of Carrboro currently exercises zoning, <br /> subdivision and building inspection authority in approximately <br /> 1 ,800 acres of the University Lake watershed. Orange County <br /> exercises similar authority in the remaining portion of the <br /> watershed in the county. <br /> Proposals will be made which would permit Orange <br /> County to incorporate all of the watershed into its jurisdiction <br /> and exercise zoning, subdivision and building inspection <br /> authority therein . In return, Orange County would release to the <br /> Town of Carrboro' s jurisdiction an area northwest of and adjacent <br /> to the Town ' s current planning jurisdiction line. The first <br /> proposal would be based on development densities equivalent to <br /> that currently permitted in the University Lake portion of <br /> Carrboro' s Jurisdiction, involving approximately 230 acres of <br /> land. The second proposal would be based on an acre-for-acre <br /> exchange, involving approximately 1 ,800 acres. <br /> ZONING QEDINANCE AMENDMENTS <br /> The proposed amendments to the Zoning Ordinance under <br /> consideration are as follows: <br /> 1 . Amend Article 11 .7 NONCONFORMING LOTS by deleting <br /> provisions which require the combination of contiguous <br /> nonconforming lots to create conforming lots. The <br /> amendment would allow owners of lots which do not meet <br /> lot area and width requirements and which existed prior <br /> to the adoption of zoning regulations to build a <br /> one-family detached dwelling on each such lot in their <br /> ownership, provided setback and applicable Health <br /> Department regulations are met. <br /> 2 . Amend Article 7 .20 PD-MHP PLANNED DEVELOPMENT MOBILE <br /> HOME PARK DISTRICT by revising current design standards <br /> for new mobile home parks. The design standards proposed <br /> include , but are not limited to, a minimum lot size of <br /> 5 ,000 square feet; a minimum spacing between units of 20 <br /> feet/22 feet between units and the street ; requirements <br /> for unit/street numbering; hard surfaced streets/minimum <br /> of 18 feet in width; solid skirting or foundation <br /> enclosures around each unit base; a 100-foot buffer <br /> strip requirement along the project perimeter ; and <br /> recreation areas as required by zoning and subdivision <br /> regulations. <br /> ORANGE COUNIY ZONING ATLAS <br /> The proposed amendment to the Zoning Atlas under <br />
