Mebane 227-2031 <br /> *************************************************************************** <br /> PURPOSE: To receive citizen comment on a proposed <br /> exchange of extraterritorial jurisdiction area <br /> between Orange County and the Town of Carrboro. <br /> NEED: On February 2. 1987 , the Board of Commissioners <br /> adopted a resolution approving in concept an <br /> "Outline of Agreement in Principle" prepared by <br /> the Joint Planning/Watershed Work Group. The <br /> outline contained 13 statements addressing <br /> mutual interests in land use and growth <br /> management, annexation matters. and watershed <br /> protection. <br /> Among the 13 statements was a recommendation <br /> that Orange County conduct a public hearing on <br /> the advisability of a change in extraterritorial <br /> jurisdiction lines. Carrboro would release to <br /> Orange County' s jurisdiction approximately 1800 <br /> acres in University Lake watershed. In return, <br /> Orange County would release acreage north of <br /> Carrboro to the Town' s jurisdiction. <br /> Two alternatives are to be considered, with some <br /> variation between the positions possible. One <br /> alternative is an acre-for-acre exchange. <br /> Approximately 1800 acres of land in Bolin Creek <br /> basin would be released to Carrboro in return <br /> for that portion of University Lake watershed in <br /> the Town' s jurisdiction. <br /> The second alternative would involve a much <br /> smaller land area in Bolin Creek basin.
