He <br /> could see no benefits to his community from a land swap with Carrboro and <br /> wished to go on record as utterly opposed to the swap. <br /> Ms. Suzanne Allen expressed opposition to the land swap with <br /> Carrboro but is supportive of watershed protection and joint planning. She <br /> noted that with Fox Meadow not having representation in Carrboro, she is <br /> uncomfortable with Carrboro having planning jurisdiction over the area. <br /> She indicated that she felt Carrboro desires the swap only because it <br /> cannot develop the land in the watershed. She continued that she felt this <br /> swap is the first step toward annexation by Carrboro and she does not wish <br /> to be annexed by Carrboro because of its pro-grwth, high tax rate and its <br /> reputation of poor service. In summary, she desired to go on record as <br /> being opposed to the land swap and wished to remain under the current <br /> planning jurisdiction of Orange County. <br /> Jef began by pointing out what he considered to be errors in the map <br /> as related to the boundaries between rural buffer and transition areas. He <br /> spoke in general opposition to the extra- territorial jurisdiction swap. <br /> He indicated he was not anti growth but felt protection of the watershed <br /> was of foremost importance. He suggested deferring action until results of <br /> the proposed study of University Lake Watershed were available - a period <br /> currently estimated to be two years. He felt the ultimate answer was a <br /> greater spirit of compromise among the various governing bodies in Orange <br /> County. Finally, he indicated that he didn't think the best interests of <br /> Calvander residents were being considered by Carrboro. <br /> Mr. Arlin Scott indicated he moved into the Rogers Road/Homestead <br /> Road area from Ohio within the last year. He felt that if annexation were <br /> to take place it should be by Chapel Hill and not Carrboro since he lives <br /> nearer to Chapel Hill than Carrboro. He expressed the feeling that <br /> services from Chapel Hill would be better than those that would come from <br /> Carrboro. <br /> He asked to go on record as having no desire to be annexed by <br /> Carrboro. <br /> Mr. John Hartley a resident of Calvander, expressed concern with <br /> protection of the watershed noting that "we all live downstream". He <br /> indicated Carrboro had not been planning properly and sporadic planning for <br /> high density over the entire area seems to be the case. He felt that <br /> annexation is the ultimate goal and wished to go on record as being opposed <br /> to being annexed by or being a part of Carrboro. <br /> Mr. Vance Elderkin stated he is a resident of Fox Meadow <br /> Subdivision.
