The Board of <br /> Direr rs.has asked that I inform you of their position on the proposed exchange <br /> of extraterritorial planning and zoning jurisdiction as it pertains to the <br /> University Lake watershed. <br /> (WASA recognizes the concerns of individual landowners regarding the proposed <br /> exchange of jurisdiction between Orange County and the Town of Carrboro. <br /> Concern for the quality of our community's drinking water supplies is also <br /> extremely important and the OWASA Board supports reasonable measures which will <br /> promote better protection of lake water quality. <br /> Watershed protection programs of both the Town of Carrboro and Orange County <br /> include positive and progressive development controls; however, these <br /> requirements are not consistent. Furthermore, the County and Town have made <br /> substantially different findings and policy statements regarding the watershed. <br /> These differences need to be resolved. <br /> The proposal for the Town of Carrboro to exchange its extraterritorial planning <br /> and zoning jurisdiction over the watershed with Orange County for additional <br /> jurisdiction to the north of Carrboro will help to resolve some of the remaining <br /> watershed protection issues. It would permit the implementation of a <br /> comprehensive, consistent set of development standards and policies applicable <br /> throughout the University Lake watershed. For these reasons, MASA strongly <br /> supports the proposed exchange of extraterritorial planning and zoning <br /> jurisdiction between Carrboro and Orange County. <br /> If this proposal were implemented, most of the area that would be placed under <br /> Carrboro's jurisdiction is already designated as urban Transition Area. The <br /> current designation recognizes that the area will develop and become part of the <br /> Chapel Hill-Carrboro urban area in the future. Recent development approvals in <br /> this area indicate this will occur. The proposed jurisdictional exchange would <br /> not be inconsistent with the present trend. Orange County could be provided <br /> courtesy review in Carrboro's future planning and zoning decisions affecting the <br /> area north of the Town. Based on OWASA's observation, the Town has also <br /> actively solicited the input of all affected parties in the development of its <br /> plans and policies applicable to areas within its jurisdiction. <br /> The 55,000 existing residents of southern Orange County who now rely on drinking <br /> water from University Lake as well as thousands of future customers will all <br /> benefit from measures which will reduce development activities within the <br /> University Lake watershed. Consolidation of watershed zoning jurisdiction in <br /> one governmental unit will allow the development of a comprehensive, consistent <br /> and uniform watershed protection program under the jurisdiction of Orange <br /> County. <br /> x x x x x <br />
