LEAGUE OF WOMEN VOTERS <br /> OF CHAPEL HILL/CARRBORO,NC <br /> February 23, 1987 <br /> I am Virginia Cunningham, President of the League of Women Voters of Chapel <br /> Hill/Carrboro. <br /> We have watched with interest as Chapel Hill , Carrboro and Orange County <br /> have worked toward an agreement on joint planning for areas outside the <br /> planning jurisdiction of the two towns. We commend the Joint Planning/ <br /> Watershed Work Group for their perspicacity in proposing an Outling of <br /> Agreement in Principle. <br /> We have concluded that joint planning is the best method of assuring <br /> equitable decisions for the residents of the transition areas in the <br /> tricky questions of land use, zoning and development. <br /> We strongly support the recommendation that a study of watershed protection <br /> for University Lake and Cane Creek be made. Such a study should result in <br /> the presentation of a factual basis for determining the future use of <br /> those watersheds. <br /> Your deliberations have been difficult, but, given objectivity and good <br /> faith on the part of those involved, a successful outcome can be expected. <br /> Intergovernmental cooperation among the three jurisdictions calls for <br /> statesmanlike thought by members of the governing bodies.Working together <br /> in the spirit of compromise is necessary for achieving acceptable decisions <br /> in the public interest. <br />
