On October 13 , 1985 . the Board of Commissioners. in joint session z 0 1 <br /> with the Chapel Hill Town Council, approved the final version of <br /> the JPA Land Use Plan and text. The Town of Carrboro <br /> subsequently voiced its objection to the reduction of areas <br /> designated for Suburban Residential development. A work group <br /> comprised of representatives of both Towns and Orange County was <br /> established and began meeting to resolve the matter as well as <br /> others affecting the Joint Planning Area. A list of 13 <br /> principles proposed by the group was approved in concept by the <br /> three jurisdictions., Among the principles was a proposal to <br /> carry the expansion of the Transition Area (Suburban Residential <br /> area) back to public hearing in February. <br /> Summary of Key Issues <br /> During the JPA Plan approval process and. afterward. several key <br /> issues emerged concerning the boundary of the Transition Area in <br /> Bolin Creek basin. They are summarized below. <br /> apA St;ategy Plans <br /> In initial drafts of the JPA Plan as well as the final document. <br /> a series of strategy maps were presented which illustrated <br /> different development strategies. The maps designated areas as <br /> urban. transition and rural buffer and were intended to define <br /> the boundary of the urban services district or transition area <br /> for . Chapel Hill-Carrboro. All four maps indicated growth <br /> occurring throughout Bolin Creek basin. <br /> Utility System Expansion <br /> Orange Water and Sewer Authority (OWASA) has advocated <br /> designating the entire Bolin Creek drainage basin as Transition <br /> Area. Portions of the basin are already served with gravity <br /> sewer systems. and it would be desirable to steer expected urban <br /> and suburban development into areas which can be served by <br /> extensions of such systems rather than using more expensive and <br /> complicated alternatives (pump stations and force mains) . OWASA <br /> has also suggested that establishment of the Bolin Creek basin as <br /> a Transition Area might indirectly reduce development pressure in <br /> University Lake watershed. <br /> Calvander Community <br /> At the April public hearing and subsequent neighborhood meetings, <br /> residents of the Calvander community voiced many coiacerns about <br /> the Plan proposals. including the following: <br /> 1. Opposition to the proposed commercial/industrial <br /> node and high density housing; <br /> 2. Concern about the proposed extension of Homestead <br /> Road and northern loop system. particularly with respect <br /> to increased traffic and the effects on University Lake <br /> watershed; <br /> 3. Desire to retain "rural" character of Calvander area; <br /> and <br /> • <br />
