I -3 <br /> Appendix A <br /> Definition and Identification of Academically Gifted Students <br /> Division for Exceptional Children <br /> State Department of Public Instruction <br /> Raleigh, North Carolina 27603-1712 <br /> January 1, 1985 <br /> Definition <br /> Academically gifted students are defined as those who demonstrate or have <br /> the potential to demonstrate outstanding intellectual aptitude and <br /> specific academic ability. In order to develop their abilities, these <br /> students may require differentiated educational services beyond those <br /> ordinarily provided by the regular school program. <br /> Rules, .1501, (a), (2) <br /> Special Identification Procedures <br /> To determine a student's eligibility for the academically gifted program, <br /> two steps are required: screening and evaluation. <br /> Screening <br /> Local education agencies shall develop a local screening procedure in <br /> order to establish a pool of students who are possibly qualified for and <br /> in need of differentiated instruction. Initial screening of the pool <br /> will determine students for whom formal referrals will be made. <br /> Suggested screening procedures may include checklists/behavioral scales <br /> of characteristics of the gifted; scores obtained on system-wide <br /> standardized tests of intelligence and/or achievement; <br /> teacher/parent/peer/self nomination; scores obtained on screening <br /> instruments; and a listing of students from high, middle, and low income <br /> levels who have demonstrated outstanding ability in the classroom, school <br /> or community. <br /> Rules, .1509, (1) (a) <br /> Requiring the development of a local screening procedure will help ensure <br /> system-wide consistency and effectiveness in seeking out those students who are <br /> possibly qualified for the'academically gifted program. The screening <br /> procedure can be tailored to the particular characteristics of the overall <br /> school population and/or specific grade levels (e.g., primary, elementary, <br /> secondary). Sufficient data should be gathered to justify the need for <br /> referral , to document non-discriminatory screening, and to substantiate the <br /> professional judgement that a referral is not needed at this time. <br />
