My <br /> particular concern is the school system's failure to refer and evaluate <br /> these students for possible formal identification as "academically <br /> gifted." I believe that our school system•can prdvide all students with <br /> a better opportunity to qualify for the rights and services available to <br /> those who meet the state's "academically gifted" criteria by using the <br /> state's two-step process for formal identification. <br /> I believe our system can provide this opportunity through formal identification <br /> and simultaneously continue to offer an opportunity, through spending local <br /> money, for students who might not meet state AG criteria to participate in <br /> our system's special services for the academically gifted. I believe statements <br /> made to the contrary are invalid and iii the following pages I believe I have <br /> shown why. <br /> In addition to my comments, I have included for board members copies of <br /> information from the State Department of Public Instruction regarding the <br /> formal identification of the academically gifted. Also included is our <br /> system's description of the 3rd-4th grade Enrichment Resource Program, <br /> provided to me by Nathalie Harrison. <br /> In preparing this information, I have talked extensively with Gail Smith, <br /> chief consultant for academically gifted programs with the SDPI Division <br /> for Exceptional Children. Her phone number is 919/733-3004. I encourage you <br /> to call her with your own questions.
