AGENDA #15b <br /> MEMORANDUM <br /> TO: Mayor and Council <br /> FROM: David R. Taylor, Town Manager <br /> SUBJECT: Request to the Orange County Board of Commissioners for <br /> Library and Parks and Recreation Funds for 1987-88 <br /> DATE: March 23, 1987 <br /> The attached resolution requests continued funding for municipal <br /> Library and Parks and Recreation services from Orange County. <br /> Background <br /> Orange County has provided support funding to the Chapel Hill <br /> Public Library since 1962-63. In the current year, the County <br /> appropriated $131,040 (approximately 20% of the Library budget) <br /> for municipal Library services. This dollar amount and percentage <br /> of department budget was consistent with the number of users who <br /> live within Orange County, but outside the corporate limits of <br /> Chapel Hill. <br /> Support funding for Town Parks and Recreation services began in <br /> 1976-77. The present dollar amount of funding ($61,600 presently <br /> representing 6% of the department budget) has remained unchanged <br /> since 1980-81. <br /> Discussion <br /> Because the County assists with funding of municipal Library and <br /> Parks and Recreation services, these Town services are available <br /> to non-Chapel Hill residents who live within Orange County on the <br /> same basis as services to Town residents. <br /> The County places no restrictions on the use of support funding <br /> other than funding be used for general library and parks and <br /> recreational services. <br /> A survey of 1,161 users of the Public Library from March 4 - 8 <br /> showed 277 or 24% of users reside outside of Chapel Hill, but <br /> within Orange County. Six percent (74) live outside of Chapel <br /> Hill and Orange County. <br /> A review of 2,513 recreation program registrants for the <br /> six-month period of January 1 to June 30, 1986 revealed 720 or <br /> 29% of registrants resided outside the Town but within the County <br /> (5% were not Chapel Hill/Orange County residents) . <br /> Conclusion <br /> We believe the level of funding for Library and Parks and Recrea- <br /> tion services from Orange County should be increased to reflect <br />
