ORANGE COUNTY 079 <br /> BOARD OF COMMISSIONERS <br /> Action Agcla <br /> Item No. <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: FEBRUARY 2, 1987 <br /> SUBJECT: PROPOSED SPECIAL LEGISLATION <br /> DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No <br /> ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S <br /> OFFICE,X501 <br /> RESOLUTIONS <br /> TELEPHONE NUMBER: <br /> Hillsborough - 732-8181 <br /> Chapel Hill -- 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To discuss Board adopted resolutions and other possible <br /> resolutions requesting special legislation in the 1987 session <br /> of the General Assembly. <br /> NEED: In June 1986 the Board adopted two resolutions requesting <br /> special legislation from the General Assembly: (1) Impact <br /> fees--A mechanism in which the new development shares the <br /> public cost associated with demands and burdens placed on <br /> public service delivery systems created by the new develop- <br /> ment; (2) Financial Disclosure--Annual disclosure of signifi- <br /> cant property, business holdings, sources of income that may <br /> reasonably affect County elected officials judgement in <br /> office. <br /> A public hearing to solicit comments on impact fees was held <br /> June 17, 1986, however, Representative Anne Barnes has <br /> requested that the Board conduct a second public hearing. <br /> IMPACT: The deadline for receipt of local bills for consideration <br /> during 1987 session of General Assembly is anticipated between <br /> March 15, 1987 and April 1, 1987. <br /> RECOMMENDATION(S) : <br /> For information purposes only. <br />
