Transition areas consistent with the countywide Land Use <br /> Plan. The Rural Buffer designation includes land <br /> 00 <br /> adjacent to an Urban or Transition area which is rural in <br /> character and which should remain rural, contain very <br /> low-density residential uses and not require urban <br /> services. Transition areas include land that is in the <br /> process of changing from rural to urban. that is suitable <br /> for urban-type densities and should be provided with <br /> public utilities and services. <br /> 3. Amend JOINT PLANNING AREA LAND USE PLAN text by <br /> changing the minimum required lot area in the Rural <br /> Buffer portion of the Joint Planning Area from two (2) <br /> acres for each dwelling unit to one (1) acre per dwelling <br /> unit. <br /> ORANGE COUNTY ā€˛ZONING ATLAS <br /> The proposed amendment to the Zoning Atlas under <br /> consideration is as follows: <br /> Z-1-87 W.E. AND RUBY S. BLACKWOOD <br /> The property in question is located on the north side of N.C. <br /> Highway 54 West at its intersection with White Cross Road <br /> (S.R. 1952) . It is known as lot number 3 of Tax Map 30. and <br /> part of lot number 13 of Tax Map 30B - Bingham Township. The <br /> property contains 87 .120 square feet or 2.0 acres. The <br /> present zoning of the property is Rural Residential (R-1) . <br /> The proposed zoning classification is Local Commercial-1 <br /> (LC-1) . <br /> ORANGE COUNTY-CAERBQRO ZONIS JURISDICTION BOUNDARX <br /> The Town of Carrboro currently exercises zoning, <br /> subdivision and building inspection authority in approximately <br /> 1.800 acres of the University Lake watershed. Orange County <br /> exercises similar authority in the remaining portion of the <br /> watershed in the county. <br /> A proposal will be made which would permit Orange <br /> County to incorporate all of the watershed into its jurisdiction <br /> and exercise zoning, subdivision and building inspection <br /> authority therein. In return, Orange County would release to the <br /> Town of Carrboro' s jurisdiction an area northwest of and adjacent <br /> to the Town's current planning jurisdiction line. The amount of <br /> land to be released to the Town of Carrboro would permit <br /> development densities equivalent to that currently permitted in <br /> the University Lake watershed portion of its jurisdiction. <br /> ZONING ORDINANCE AMENDMENTS <br /> The proposed amendments to the Zoning Ordinance under <br /> consideration are as follows: <br /> 1. Amend Article 7.20 PD-MHP PLANNED DEVELOPMENT MOBILE <br /> HOME PARK DISTRICT by revising current design standards <br /> for new mobile home parks. The design standards proposed <br /> include, but are not limited to. a minimum lot size of <br />
