.ORANGE COUNTY FACILITIES STUDY SECTION V <br /> Phase #6 - Provide Structured Parking - between new Courthouse and <br /> Sheriff/Elections Building. 022 <br /> Phase #7 - Provide Expansion at Grady Brown. <br /> The biggest difference between Alternatives A and B is that Alternative A <br /> starts with an addition to the Jail which would accommodate the Sheriff's <br /> Office and then reuses the Sheriff/Elections Building for the County <br /> Administrative Offices. Alternate B starts with construction of an annex to <br /> the Courthouse which would house the Administrative Offices and provide <br /> expansion for the Courthouse itself. <br /> The advantages and disadvantages to both plans could be discussed at length. <br /> However, an intelligent decision cannot really be made until more information <br /> is compiled regarding the future requirements of the Jail and the Sheriff. <br /> Obviously, the importance of initiating a study of these facilities is <br /> paramount. <br /> • <br /> C. CENTRAL COUNTY COMPLEX <br /> The objective of this alternative would be to centralize County administrative <br /> departments, law enforcement agencies and portions of the judicial staff at <br /> one County location, thus eliminating the need to duplicate agencies and <br /> facilities in Chapel Hill and Hillsborough. Only Social Service agencies <br /> would then need to maintain locations in both municipalities. <br /> Serious consideration of this concept would preclude all the new construction <br /> alternatives outlined in Section V A and B. <br /> With the highest concentration of the County's population being in <br /> Hillsborough and Chapel Hill, a location central to both municipalities (like <br /> the current location of the 911 Center) would be ideal. <br /> Some of the advantages of a centrally located County Complex are outlined <br /> below: <br /> 1 . Centralization could provide consolidated facilities, thus eliminating the <br /> current situation of County agencies located in buildings that are not <br /> adjacent to each other. This would enhance efficiency of operation and <br /> productivity for County employees and would provide greater convenience <br /> for the public. <br /> 2. New buildings could be maintained more cost efficiently. <br /> 3. Centralization would eliminate the frequent need for County employees to <br /> travel between Chapel Hill and Hillsborough, thus saving time and money. <br /> 4. Centralization would eliminate the need to find appropriately located and <br /> affordable real estate and rental property in Chapel Hill. <br />� I <br /> If this recommendation were to be pursued, it would have to be done in <br /> consideration of the following items: <br /> 1 .
