MINUTES <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Hartwell to approve the minutes for January 5, 1987 as circulated. <br /> VOTE: UNANIMOUS. <br /> Motion was made by Commissioner Hartwell, seconded by Commissioner <br /> Halkiotis to approve the minutes for January 12, 1987 as circulated. <br /> VOTE: UNANIMOUS. <br /> PUBLIC CHARGE <br /> Chair Marshall read the Public Charge as approved by the Board and <br /> written in the Rules and Regulations. <br /> D. RESOLUTIONS/PROCLAMATIONS: <br /> 1. OUTLINE OF AGREEMENT IN PRINCIPLE AS SUBMITTED BY THE JOINT <br /> PLANNING/WATERSHED WORK GROUP <br /> Commissioner Willhoit explained that the thirteen (13) points as <br /> listed by the Joint Planning/Watershed Work Group is an attempt to <br /> separate out and to consider specific issues at the February 23, 1987 <br /> public hearing instead of hearing all the issues at the March 10, 1987 <br /> Joint Area Public Hearing. <br /> The outline of the agreement in principle has been approved <br /> the Towns of Chapel Hill and Carrboro and both agreed to the Feruary 23 <br /> public hearing. <br /> Robert Morgan, Town Manager of Carrboro, spoke about the land <br /> swap and the option of the acre for acre exchange versus density basis. <br /> County Attorney Geoffrey Gledhill clarified that under the <br /> existing Joint Planning Agreement with Chapel Hill any change in the Land <br /> Use Plan must be approved by both Chapel Hill and Orange County. There is <br /> no problem with setting up a part of the 23rd meeting as a Joint Public <br /> Hearing with Chapel Hill. <br /> There was a consensus of the Board that approval of these <br /> thirteen points in principle does not support or endorse the swapping of <br /> land but only that the Board agrees to take the issue to public hearing. <br /> Commissioner Willhoit explained that <br /> #7 <br /> County agrees to go to public hearing on the moving ofl the ctransition line <br /> and that the County will go to public hearing on the advisability of <br /> supporting the change. <br /> Commissioner Halkiotis referred to #11 and emphasized that the <br /> approval of the thirteen (13) items will provide an opportunity for people <br /> who live in that area to make comments. <br /> Geoffrey Gledhill responded to a question from Commissioner <br /> Halkiotis on item #11 stating that legislation is needed that would permit <br /> local governments to make joint legislative decisions. <br /> Bob Morgan pointed to the map indicating an area that should <br /> have been included in the transition area for Carrboro. The area is north <br /> of Carrboro's town border and would put Calvander in Carrboro's extra- <br /> territorial jurisdiction. <br /> Planning Director Marvin Collins noted that to add this specific <br /> area to the transition area would be consistent with the lot sizes in that <br /> area because most of the non-conforming lots are in that area. <br /> Bob Morgan requested that the acre-for-acre distribution be <br /> included in the public hearing so that public reaction may be received. <br /> Motion <br /> Willhoit was made by <br /> Commissioner <br /> below: seconded by Commissioner <br /> RESOLUTION A <br /> JOINT PLANNING, WATERSHED PROTECTION, ANNEXATION <br /> AND RELATED MATTERS <br />
