1 <br /> _ <br /> APPROVED 2/24/87 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> MINUTES <br /> REGULAR MEETING <br /> FEBRUARY 2, 1987 <br /> The Orange County Board of Commissioners met in regular session on <br /> February 2, 1987, 7: 30 p.m. in the Courtroom of the old Courthouse, <br /> Hillsborough, North Carolina. <br /> BOARD MEMBERS PRESENT: Chair Shirley E. Marshall, and Commissioners <br /> Moses Carey, Stephen Halkiotis, John Hartwell and Don Willhoit. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br /> Managers Albert Kittrell and Bill Laws, Finance Director Gordon Baker, <br /> Clerk to the Board Beverly A. Blythe, Planning Director Marvin Collins, <br /> Budget Analyst Donna Wagner and Personnel Director Beverly Whitehead. <br /> A. BOARD COMMENTS <br /> 1. Chair Marshall announced that the Technical Telephone Task Force <br /> will meet Feb. 3 and 10 at 7 :30 in the District Courtroom, Hillsborough. <br /> 2. The Town of Hillsborough will have a special meeting on the <br /> Thoroughfare Plan on Thursday, February 5, 7:30 p.m. in the Library <br /> Meeting Room, Hillsborough. <br /> 3 . Chair Marshall added to the agenda a proclamation as item D3. <br /> 4. On Thursday, there will be a meeting of the Steering Committee <br /> for the Public-Private Conference and any ideas for this Conference should <br /> be expressed for that meeting. <br /> 5. Commissioner Carey reported on a meeting he attended which was <br /> arranged by the members of the Inter-Faith Council with a gentleman from <br /> the National Coalition for the Homeless. The Coalition's focus is to <br /> educate the public and promote the interest of the homeless and their <br /> associated needs nationwide. It involves an increase in lobbying at the <br /> federal level to try to increase the support for the homeless in this <br /> country. They met with the IFC as part of a survey of gathering <br /> information from other than large metropolitan areas. The focus was on <br /> what Orange County is doing for the homeless in the County. Emphasis was <br /> placed on the problem being a total community problem and how everyone can <br /> work together to meet the needs of the homeless. <br /> 6. Commissioner Halkiotis reported on the meeting with the <br /> Cattlemen's Association that took place on January 28. Two committees <br /> were formed: (1) to look into the acquisition of the livestock market by <br /> Goldkist from FCX; (2) to brainstorm and determine how the County <br /> Commissioners can help. Since then, he attended another meeting with <br /> Sylvia Price, Ken Thompson and a representative of the development firm <br /> which has bought the property. Something should be forthcoming shortly <br /> from that meeting. <br /> B. AUDIENCE COMMENTS <br /> 1. MATTERS ON THE PRINTED AGENDA <br /> Chair Marshall announced that those who have indicated they <br /> would like to address the Board will be recognized at the time their item <br /> is heard. <br /> 2.
