01 $ <br /> -ORANGE COUNTY FACILITIES STUDY SECTION V <br /> B. HILLSBOROUGH <br /> NEW CONSTRUCTION - PHASE I <br /> After the short-term space reallocation is accomplished in Hillsborough, the <br /> first phase of new ccnstruction should implement the construction of an Annex <br /> to the Tax and Records Building and enclosure of additional cells in the <br /> unfinished area of the existing Jail. <br /> As outlined in Section IV J, the Tax and Records Building is in dire need of <br /> expansion. The relief afforded this crowded building by the relocation of a <br /> segment of the Register of Deeds to the Agriculture Building is only minor and <br /> temporary. It is undesirable to have the Register of Deeds Department split <br /> between two locations, but due to the extremely crowded conditions, this <br /> detriment was viewed as secondary to the immediate need for expansion. <br /> Therefore; it is highly recommended that construction of an annex (as <br /> illustrated in Appendix A, Figure 9) be implemented as soon as possible. This <br /> annex will allow for the needed expansion of all the departments housed in <br /> that building and will reconsolidate the Register of Deeds in one location. <br /> (See Appendix B, Table 3 for Cost Estimate.) <br /> As previously mentioned in Section IV I, the need to increase the number of <br /> Jail cells currently exists. There is an unfinished section of the existing <br /> Jail that can be enclosed to provide additional cells. An in-depth study of <br /> the facility requirements of the Jail is needed and should incorporate the <br /> requirements of both the Sheriff's Office and the Jail itself. Initiation of <br /> this study should take place as soon as possible to establish the projected <br /> facility requirements so that a budget can be developed. <br /> NEW CONSTRUCTION - SUBSEQUENT PHASES <br /> County officials will need to establish the priorities regarding the order in <br /> which subsequent phases of construction should occur. <br /> The most critical future County facilities requirements are outlined below. <br /> 1 . The need exists to allocate the new Courthouse entirely to judicial <br /> functions. This is substantiated by the Courthouse Schedule and .Case Load <br /> Data found in Appendix B, Tables 4 and 5. The Clerk of Courts Department <br /> is very crowded and needs expansion both for employee workspace and court <br /> records storage. Another courtroom is needed either in addition to, or in <br /> lieu of, the small District Courtroom located in the basement of the new <br /> Courthouse. <br /> In order to accomplish the allocation of the entire Courthouse to judicial <br /> functions, the Administrative offices must be relocated to an alternate <br /> facility. <br /> 2. The Jail will need to expand beyond the number of cells that can be <br /> provided by enclosing the unfinished area of the existing Jail. There is <br /> also a requirement to locate the Sheriff's office adjacent to the Jail. <br /> The best means of satisfying these criteria should be determined by <br /> initiating a facilities study of these two agencies. <br /> Page 32 <br />
