4 <br /> 6. The County shall install and maintain a meter as shall be set <br /> forth in the plans and specifications of the project at a point in the <br /> County' s sewer line one thousand seven hundred and ninety three (1793) feet <br /> northwest of Latimer Street on West Hill Avenue. The meter will measure <br /> the flow of wastewater from the County's system into the Town's system. <br /> The meter shall be periodically tested for accuracy, not less than once <br /> every six months, by or at the County' s expense and the results promptly <br /> reported to the Town. If the meter fails to accurately measure the amount <br /> of wastewater passing through it, it shall be recalibrated or repaired as <br /> necessary at County expense and the County and Town shall negotiate an <br /> appropriate adjustment in payment. <br /> 7. The County agrees to pay to the Town each month for the wastewater <br /> passing through said meter an amount equal to seventy percent (70%) of the <br /> amount that would be charged by the Town to other out-of-town, non- <br /> governmental customers who discharge into the Town' s collection and treat- <br /> ment system comparable quantities of wastewater, except that in no case <br /> shall the amount charged be less than the amount that would be charged to <br /> an in-town customer discharging comparable quantities of wastewater. <br /> 8. The wastewater collection system constructed by the County shall <br /> be the property of the County. The Town shall have the right to run <br /> parallel sewage transmission lines east of the Eno River and to connect its <br /> sewage collection lines into the gravity portion of the County sewage <br /> transmission lines. Without the specific written permission of the Town, <br /> the County agrees that its wastewater collection system may only serve <br /> customers located west of the Eno River.
