"="4. _ ORANGE COUNTY FACILITIES STUDY SECTION IV <br /> The Northside location is a deceptive one. 0 6 <br /> w" Geographically, it is not far from the center of town, <br /> but psychologically it is perceived as being much more <br /> 2 remote. It is in the heart of a residential area and is <br /> located on a street that receives little traffic. It is <br /> 2 not an area where people expect to find a public <br /> building, consequently, the majority of the population. of <br /> -� southern Orange County is not aware of its existence. <br /> --' It is recommended that the administrative personnel of <br /> the Department on Aging be moved to alternate space. The <br /> w" department director expressed an interest in finding a <br /> location on the eastern side of Chapel Hill. A minimum <br /> of 2,000 square feet would be needed. Since the only <br /> - copier in this building belongs to the Department on <br /> Aging, if they leave, another copier must be provided for <br /> the other agencies remaining in the building. <br /> -� Lighting and <br /> Parking <br /> 44 The exterior lighting existing at the Northside facility <br /> is very inadequate. Consideration should be given to <br /> -=4 providing_ exterior lights on the building. <br /> ,z4 The parking spaces available are also inadequate. <br /> Frequently visitors and clients cannot find a vacant <br /> 7-4 space, and there is no parking allowed along the street. <br /> A large field exists at the site and is owned by the <br /> County. This area could easily be incorporated into the <br /> current parking lot. <br /> N. CARR MILL MALL <br /> 4 <br /> Health Department Existing: Carr Mill Mall <br /> -4 5,000 sq. ft. <br /> Recommended: Relocate to new construction <br /> @ Northside <br /> :74 8,000 sq. ft. <br />• Basis for <br /> Recommendations: <br /> The Orange County Health Department currently leases <br /> 5,000 square feet of space at the Carr Mill Mall in <br /> Carrboro. The location of the mall is appropriate for the <br /> Health Department, but the Departments's location within <br /> -4 the mall is a remote section of the second floor and is <br /> difficult for people to find. The square footage <br /> "4 allocated is inadequate; 2,000 additional square feet <br /> need to be provided to adequately accommodate this <br /> agency. The rental rate ($5+,000 per year) is high for <br /> the low quality of the space. <br /> Page 29 <br />
