No customer shall be allowed to connect to the County system <br /> unless and until such customer' s proposed discharge has been found accept- <br /> able by both the Town and County. Approval shall be predicated on (1) the <br /> quality of the effluent of the potential user being compatible with the <br /> Town' s NPDES discharge permit, (2) compliance with the Town' s ordinance, <br /> rules, and regulations concerning pretreatment of industrial wastewater, <br /> and (3) all County (subdivision, zoning, erosion, building, etc.) and State <br /> (DOT, etc.) permits having been properly granted. Under no circumstances <br /> will the County permit the discharge of septic sewage in its system. <br /> 5. After the school and the first 212 customers above specified, the <br /> County shall pay to the Town for each additional customer that connects to <br /> the system an amount equal to the availability fee that would be charged by <br /> - the Town at that time to a comparable customer connecting directly to the <br /> Town' s wastewater collection and treatment system. This amount shall be <br /> paid to the Town by the County prior to connection of such customer to the <br /> County' s system. It is understood that the County may charge such custo- <br /> mers additional fees for the privilege of connecting to the County owned <br /> wastewater collection lines. <br />
