Resource Conservation. <br /> Extractive/Disposal Use and the overlay district <br /> 074 designated Water Quality Critical Area. <br /> The Planning Board also recommended that the <br /> Commissioners consider certain provisions for <br /> inclusion in any administrative procedures drafted <br /> to accompany the agreement. (See 12-1-86 agenda <br /> packet for provisions.) <br /> On December 1, the Commissioners voted to postpone <br /> action on the agreement until this meeting to allow <br /> the Town of Carrboto opportunity to comment further <br /> on the agreement. <br /> IMPACT: The revised agreement proposes a new distribution <br /> of responsibility between Orange County and the <br /> Town of Chapel Hill. <br /> 1. Chapel Hill is to prepare a Zoning Map for the <br /> Transition area using its zoning district <br /> classifications and recommend its adoption, to <br /> Orange County. Classifications will be <br /> assigned in accordance with the land use <br /> designations shown on the adopted Joint <br /> Planning Area Land Use Plan. <br /> (Under the existing agreement. Orange County's <br /> zoning district designations apply.) <br /> 2. Upon amendment of the County's Zoning Nap <br /> (including Zoning Atlas) to incorporate the <br /> Zoning Map and Town Land Development Ordinance. <br /> Chapel Hill will be responsible for the <br /> processing of applications. permits issuance . <br /> and conducting the necessary inspections within <br /> the Transition areas. <br /> (Under the existing agreement. Orange County <br /> and Chapel Hill jointly approve development <br /> applications. Orange County is also <br /> responsible for permits issuance and conducting <br /> inspections.) <br /> 3. Orange County will continue to administer its <br /> Zoning Ordinance and Atlas. and Subdivision <br /> Regulations within the Rural Buffer. The <br /> County will also process applications. issue <br /> permits and conduct inspections within the <br /> Rural Buffer. <br /> (No change is proposed from the existing <br /> agreement.) <br /> 4. Orange County will review and comment on <br /> development applications within the Transition <br /> areas. The Town will review and comment on <br /> applications within the Rural Buffer. <br />
