Under the terms of <br /> the present agreement, the County and Town have <br /> been cooperatively developing a Land Use Plan for <br /> the Joint Planning Area Area and jointly approving <br /> development requests within Transition areas <br /> outside the Town' s planning jurisdiction. Although <br /> the agreement has worked well overall. there have <br /> been some administrative problems in <br /> implementation. <br /> In September of 1986r a revised agreement was <br /> proposed by the County Manager. On October 13r <br /> 1986r a draft revision of the agreement was <br /> presented at a joint meeting of the Board of County <br /> Commissioners and the Town Council. A public <br /> hearing was held November 18, 1986. <br /> At the Commissioners December 1. 1986 meeting. the <br /> Planning Board recommended approval of the proposed <br /> revisions with one change - revise the first <br /> sentence of Section 1.2 C to read as follows: <br /> C. Rural Buffer. The area designated on <br /> the Joint Planning Area Land Use Plan Map as such <br /> and designated in the Joint Planning Area Land Use <br />
