NEED: The County' s Flood Damage Prevention Ordinance must be revised to bring it into compliance with recent revisions to the National Flood Insurance Program Floodplain Management Criteria. IMPACT: On August 25 . 1986 . the Federal Emergency Management Agency (FEMA) published a final rule in the Federal Register which revises National Flood Insurance Program (NFIP) floodplain management criteria. The final rule became effective on October 1. 1986. NFIP criteria require. as a condition for continued validity. that communities revise their floodplain management regulations to make them consistent with any revised NFIP regulation within six months of the effective date of that revision. Orange County will have to amend its regulation to comply with the August 25. 1986 final rule no later than April 1. 1987 . Topics affected by these revisions include: 1.
