A RESOLUTION OPPOSING STATE MANDATED RESTRICTIONS <br /> ON COUNTY SUPPLEMENTS <br /> FOR EDUCATIONAL PERSONNEL <br /> WHEREAS, the State of North Carolina is responsible <br /> for the basic education of North Carolina pupils, and <br /> WHEREAS, the Orange County Board of Commissioners <br /> are committed to the constitutional guarantee of each pupil <br /> to an equal opportunity for an education, and <br /> WHEREAS, the Orange County School Merger Study Task - <br /> Force has recommended this direction for Schools in Orange <br /> County to follow in pursuit of this educational objective, <br /> and . <br /> WHEREAS, the Board of County Commissioners have for <br /> years pursued a voluntary policy which minimizes - the <br /> difference in funding levels of the two school systems in <br /> Orange County, and <br /> WHEREAS, many citizens of Orange County voted, to <br /> increase their local tax burden to provide needed resources <br /> above State funding levels, and <br /> WHEREAS, the additional resources are needed to <br /> keep pace with living costs and changing local needs of <br /> students, and <br /> WHEREAS, a Statewide mandated prohibition against <br /> county supplements would severely restrict local autonomy and <br /> limit ability to respond to unique local needs, and <br /> WHEREAS, such a State mandate would create <br /> significant pressure for immediate merger of local school <br /> systems in the same county without a corresponding infusion <br /> of new resources to accommodate such mergers, <br /> THEREFORE BE IT RESOLVED that the Orange County <br /> Board of Commissioners oppose any State legislative <br /> initiative which would prohibit counties from using local tax <br /> funds for supplements to educational personnel, <br /> BE IT FURTHER RESOLVED that copies of this <br /> resolution be forwarded to the appropriate State and local <br /> officials. <br /> Adopted this 20th day of January, 1987. <br /> (0/1//' <br /> Shirl Marshall, Chair <br /> Attest: <br /> Beverly .
