Box 429 - - <br /> Hillsborough, C 27278 - - . <br /> Dear Dr. Willhoit:On October 31, 1986 the Board of Directors of Orange Water and Sewer <br /> Authority (OWASA) approved the development of a water sale and transfer <br /> agreement between OWASA and the Town of Hillsborough and also authorized. <br /> . me to take immediate action necessary to develop the capability to pumps <br /> water to the Town's system. %ASA staff is proceeding expeditiously to <br /> complete those tasks necessary to begin the transfer of finished_ water to - - <br /> the Town. Enclosed is a staff report describing the improvements which <br /> are necessary for this purpose and the B oard of Director's resolution <br /> concerning this matter. <br /> Of critical importance is the acquisition of a suitable parcel of land for <br /> the pump station. Pump station construction and startup cannot proceed <br /> until a suitable site is obtained. OWASA staff has contacted several <br /> individuals which own land in the general area in which the pub station <br /> would need to be located. That area is shown on the enclosed project <br /> location map. Although those property owners are cone reed about the growl <br /> of Hillsborough's emergency water supply needs, they either do not want to <br /> sell at all or do not want to sell OWASA the amount of land which is <br /> needed to meet applicable minimum lot size provisions of the Orange County <br /> Zoning Ordinance. _ - <br /> A site of 10,000 square feet or more would be sufficient for this project. <br /> However, it is OWASA's understanding that the Zoning Ordinance <br /> provides that land located on the east side of Old NC 86 cannot be <br /> subdivided in parcels less than 40,000 square feet in size and land on the- <br /> west side of Old NC 86, which is in the University Lake watershed, cannot <br /> be subdivided in parcels less than 80,000 square feet in size, without <br /> either rezoning by the Board of Commissioners or approval of a variance- 11r <br /> the Board of Adjustment. <br /> • <br /> An Equal Opportunity Employer <br /> .. .. .-< - -- - -.. -. ... =rr <br />
