076 Representatives of the company have indicated that 5,000 <br /> square feet is sufficient to serve their needs. <br /> IMPACT: Article 4.1 of the Zoning Ordinance permits telephone ex- <br /> changes and similar facilities as a matter of right in all <br /> zoning districts. Such uses. however, must comply with the <br /> provisions of ARticle 6 .16.12 which contains standards for <br /> building size and design, landscaping and screening. The <br /> proposed amendment would add a new subsection d) which would <br /> establish a minimum required lot area of 10.000 square feet <br /> or the lot area required by the zoning district in which the <br /> use is located, whichever is less. <br /> At the public hearing. the Planning Department recommended <br /> approval of the proposed amendment. Although OWASA <br /> supported the proposal, it also recommended that considera- <br /> tion be given to the following: <br /> 1. Allowing such facilities on lots of 5.000 square feet <br /> or more. (This is consistent with the Mebane Home <br /> Telephone Company request. ) <br /> 2. Increasing the current building area limitation from <br /> 200 to 400 square feet. <br /> 3. Changing the lot width from that required in the zoning <br /> district in which located to a uniform 75 feet. <br /> 4. Changing the front yard setback requirement from that <br /> required in the zoning district in which located to a <br /> uniform 30 feet. <br /> Item #1 may be considered for approval by the Board of <br /> Commissioners. Items #2--44 were not part of the advertised <br /> amendment and would require scheduling for public hearing in <br /> February to be considered for change. <br /> RECOMMENDATION: The Planning Board recommends that a uniform lot area <br /> requirement of 5,000 square feet be approved in that both <br /> utility companies recommended this standard. A minimum <br /> standard of 5.000 square feet would permit utility companies <br /> flexibility in negotiations with property owners while <br /> allowing them to secure larger sites to meet the needs for <br /> particular facilities. The utility companies would still be <br /> required to comply with existing design standards governing <br /> setbacks. outside storage areas. lighting. parking and <br /> screening. <br /> OWASA' s concerns regarding lot width. building area and <br /> front yard setback have been referred to the Ordinance <br /> Review Committee for study. <br />
