He expressed the concern that larger houses as <br /> well as larger septic systems would have to be installed <br /> on two acre lots. He inquired about the Transition areas <br /> and the possibility of annexation by Chapel Hill. Jacobs <br /> responded that the Rural Buffer area would not be under <br /> jurisdiction of or annexed by Chapel Hill. Collins <br /> identified the entire Rural Buffer area on a map noting <br /> that Orange County development standards would be those <br /> which apply in the Rural Buffer area. <br /> Mr. Reed asked for clarification of a non-conforming lot. <br /> Collins responded that if one owns a non-conforming lot <br /> and owns no other property contiguous to that lot, they <br /> can build on that lot with all the proper permits. If <br /> one owns two to four lots contiguous to each other. they <br /> would have to be recombined under the- current ordinance <br /> to have at least 80% of the two acre minimum required lot <br /> area and at least 80% of the required 200 foot lot width. <br /> If one owns more than four lots. they would• have to be <br /> combined in such a manner that all the lots that were <br /> created except one had the minimum two acre lot size and <br /> the minimum 200 foot lot width. <br /> Larry Schwartz <br /> Mr. Schwartz inquired if a lot is already platted, 100' z <br /> 400 ' , would this be buildable under the new codes. <br /> Collins responded that if this lot were zoned R-1, this <br /> is already a non-conforming lot. If you own no other <br /> property contiguous to this lot. you could build on this <br /> lot. <br /> Mr. Schwartz continued addressing Article 11.10 c) <br /> expressing concern with the inability to reconstruct a <br /> home destroyed by fire on a non-conforming lot. Collins <br /> responded by explaining that the dimensional require- <br /> ments (front, side and rear setbacks and maximum building <br /> height) are the only requirements to be met in rebuilding <br /> such a residential structure. <br /> Jim Plymire <br /> Mr. Plymire, a consultant in land use planning. spoke <br /> expressing the feeling that more study of the Rural <br /> Buffer needs to be done as he felt various uses could be <br /> made of the area.. __- He continued that he felt a two acre <br /> minimum lot size would create leap-frog development. <br /> Kramer inquired if information is available on the rate <br /> of failure of septic systems.
