Another <br /> concern was the potential for leapfrog development <br /> into other areas of the county if a Rural Buffer and <br /> two-acre minimum lot size requirement were <br /> implemented in the area north, west and south of the <br /> Chapel Hill-Carrboro area. <br /> A concern expressed apart from any specific <br /> ordinance amendment had to do with the lack of <br /> knowledge and involvement in decisions regarding the, <br /> adoption of the two-acre minimum lot size standard, <br /> as part of the Joint Planning Area Land Use Plan. <br /> Some alternatives suggested at the nearing <br /> included leaving the ordinance requirements as <br /> existing; coupling water and sewer extensions with <br /> cluster provisions to encourage open space reserva- <br /> tions; establish specific design requirements for <br /> achieving a rural character rather than lowering <br /> densities; exploring other approaches such as <br /> agricultural preservation/transferable development <br /> rights; and amending the JPA Land Use Plan to delete <br /> the two-acre lot size standard. <br /> In terms of the proposal to establish dimensional <br /> requirements (two-acre minimum lot size. 200 foot <br /> lot width requirement. front yard setbacks of 60 <br /> feet, side and rear yard setbacks of 30 feet) , a <br /> concern was expressed of what would happen in the <br /> case of pre-existing lots. There was considerable <br /> discussion about the continuous lot frontage. <br /> provision which would require any pre exisiting lots <br /> of less than two acres to be combined in such a <br /> manner to meet the requirements of the Zoning <br /> Ordinance. <br /> The concern voiced in regard to the actual change in <br /> the Orange County Zoning Atlas was the two-acre <br /> minimum lot size requirement as well as the <br /> implications of the two-acre standard if approved by <br /> the Board of Commissioners. <br /> Collins referenced an outline (see attached) noting <br /> that he had covered many of the issues listed under <br /> Item B. This outline should help guide the <br /> discussion . of the Rural Buffer proposal. <br /> Collins referenced a letter from the County Attorney <br /> (see attached copy) indicating the County should <br /> move forward with implementing the proposals that <br /> were carried to public hearing on November 24 so <br /> that conformity between the Land Use Plan and the <br /> Zoning Ordinance could be retained.
