N <br /> At its December 15. 1987 meeting, the Planning <br /> Board voted to recommend that the Board of <br /> Commissioners take no action at this time on the <br /> Rural Buffer proposals. The Planning Board 0 16 <br /> recommended that a second public hearing be held <br /> on March 10. 1987. The public hearing would be <br /> held jointly with the Town of Chapel Hill. <br /> Reasons cited for the recommendation include the <br /> following: <br /> 1. Two petitions have been received requesting <br /> that the Joint . Planning Area Land Use Plan <br /> text be amended to return the two-acre lot <br /> size standard to one acre. In accordance <br /> with the Joint Planning Agreement with Chapel <br /> Hill, any amendment to the Plan must be _ <br /> considered at a joint public hearing. The <br /> next scheduled public hearing for _ Joint <br /> Planning matters is March 10. 1987. <br /> 2. The Planning Staff/Board could address as <br /> many issues raised at the November 24. 1986 <br /> public hearing as possible during January and <br /> February. allowing the Rural Buffer concept. <br /> mechanisms for implementation and citizen <br /> concerns to be considered further. This <br /> would include proposed amendments to Article <br /> 11.7.2 which requires combination of <br /> nonconforming parcels. <br /> The County Attorney recommends against delaying <br /> the adoption of the proposed amendments that <br /> conform the Zoning Ordinance to the Land Use Plan <br /> because of the strong relationship between the <br /> two documents. He further recommends against <br /> leaving all lots less than two acres in their <br /> present R-1 zoning classification because of <br /> prohibitions against "spot zoning'. The County <br /> Attorney further suggests that the "combination" <br /> issue can be handled through an amendment to <br /> Article 11.7.2 of the Zoning Ordinance. (See <br /> attached 12-15-86 correspondence from County <br /> Attorney) . <br /> RECOMMENDATION: Recommend adoption of the Zoning Ordinance <br /> text/atlas amendments to conform the Zoning <br /> Ordinance with the Joint Planning Area Land Use <br /> Plan. The proposed amendments. including <br /> recommended changes to address staff concerns as <br /> well as others expressed at the public hearing. <br /> are as follows: <br /> 1. Permitted uses in the Rural Buffer district <br /> would be identical to those permitted in the <br /> Agricultural Residential (AR) district except <br /> for the following: <br /> Change "cemetery" from a Permitted Use to <br />
