STACY HEIGHTS SECTION II - PRELIMINARY <br /> Planner Greg Szymik presented the Preliminary Plan for Stacy <br /> Heights Subdivision Section II, property of George Tate, Jr. The <br /> property is located on the east side of Rogers Road. Seven lots are <br /> proposed out of 6.787 acres. The property is zoned R-1 (Rural <br /> Residential) and located in the Transition area of the Joint Planning Area <br /> Land Use Plan. Joint approval by the Board of Commissioners and the <br /> Chapel Hill Town Council is required. The Health Department has granted <br /> approval on lots 2 , 4, 6, and 7. Lots 1, 3, and 5 are regarded as having <br /> restricted development potential because of the unsuitability of the <br /> subsurface soil for the installation of an on-site soil absorption sewage <br /> disposal facility. The Chapel Hill Town Council recommends denial of the <br /> Preliminary Plan as does the Orange County Planning Board. Submittal of a <br /> revised plan after consultation with Town and County Staffs is also <br /> recommended. <br /> Motion was made by Commissioner Willhoit, second by Commissioner <br /> Carey to approve the Planning Board recommendation to deny the Preliminary <br /> Plan. <br /> VOTE: UNANIMOUS. <br /> 6. PERSONNEL ORDINANCE REVISIONS (The recommended changes are in the <br /> agenda abstract in the permanent agenda file) <br /> Director of Personnel Beverly Whitehead stated that effective <br /> January 1, 1987 the State reimbursement for meals is $18.00 and out- of- <br /> state reimbursement is $23 . 00. <br /> With reference to Article III, Section 6.2 it was decided that <br /> language would be added to indicate that in the event that placing an <br /> employee on leave without pay conflicts with the Hatch Act, leave would <br /> not be granted. In that case in order to seek office, the employee would <br /> need to resign. The County would make the determination at the time the <br /> employee requested the leave. <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Hartwell to approve Articles I, II and III through Section 6. 3 of the <br /> Personnel Ordinance as amended. <br /> VOTE: UNANIMOUS. <br /> Article III Section 7. 1. 1 - the word "official" was deleted from <br /> this section. <br /> Motion was made by Commissioner Willhoit, seconded by Commissioner <br /> Carey to approve Article III, Section 7. 1. 1 as amended. <br /> VOTE: UNANIMOUS. <br /> Article III Section 9 (Travel) <br /> After extensive discussion, it was decided that Commissioner <br /> Willhoit would meet with the Personnel Director to work out appropriate <br /> language for this section of the Ordinance. <br /> Article IV Section 3 . 1 (Adverse Weather Regulations) <br />
